Our Process

A collaborative process, from intake to resolution.

We don't parachute in and hand you a report. We work alongside your team through every phase — building the systems, doing the verification, and supporting recovery when it's needed.

01
Weeks 1–2

Intake & Portfolio Assessment

We begin by reviewing your existing incentive agreements in full — tax abatements, TIF districts, grants, forgivable loans, and any other benefit structures. We identify every performance commitment, map the responsible parties, and assess your current monitoring capacity.

Outputs & Deliverables

  • Complete inventory of active incentive agreements
  • Commitment matrix: what was promised, by whom, and by when
  • Gap analysis of current monitoring and documentation practices
  • Prioritized risk assessment across the portfolio
02
Weeks 3–4

Agreement Mapping & Framework Design

Every agreement is different. We build a custom tracking framework tailored to the specific commitments in your portfolio — job creation thresholds, wage requirements, capital investment timelines, occupancy benchmarks, and more. Nothing is treated as generic.

Outputs & Deliverables

  • Customized tracking framework for each agreement type
  • Milestone calendar with verification trigger dates
  • Documentation requirements checklist for each commitment
  • Reporting templates for internal and public use
03
Continuous

Ongoing Monitoring

With the framework in place, we monitor your portfolio on an ongoing basis. We track milestone dates, collect required documentation from recipients, flag potential compliance gaps early, and maintain a running record of performance against commitments.

Outputs & Deliverables

  • Quarterly monitoring reports for each active agreement
  • Early-warning flags for approaching milestones or documentation gaps
  • Centralized documentation repository
  • Regular briefings for economic development and finance staff
04
Annual or as needed

Compliance Verification

At each verification point, we conduct a structured, evidence-based review of recipient performance. We cross-reference submitted documentation against third-party data sources — payroll records, tax filings, permit data, and more — and produce a defensible compliance determination.

Outputs & Deliverables

  • Formal compliance determination for each agreement
  • Supporting evidence package for each finding
  • Compliance scorecard for recipient and government records
  • Recommendations for corrective action where gaps are identified
05
As needed

Recovery & Resolution

When non-compliance is confirmed, we guide your team through the recapture process. We calculate the appropriate clawback amount, prepare demand documentation, and support negotiations with the recipient — working alongside your legal counsel to pursue recovery firmly and fairly.

Outputs & Deliverables

  • Non-compliance determination report with full evidence package
  • Clawback calculation with documented methodology
  • Demand letter preparation support
  • Negotiation support and settlement documentation
  • Post-recovery reporting for public accountability

What Makes This Different

Built for government realities.

We work with your team, not around it

Our process is designed to integrate with your existing staff and workflows — not replace them. We build institutional knowledge alongside you.

Every finding is defensible

We document everything. Our compliance determinations are built to hold up in negotiations, public reporting, and legal proceedings if necessary.

Contingency fee model

We work on contingency — our fee is tied to recovery. If we don't find non-compliance or recover funds, you don't pay. No recovery, no fee.

Government-only practice

We work exclusively with state and local governments. We don't represent incentive recipients, developers, or economic development consultants.

Ready to start the process?

The first step is a no-obligation conversation about your current incentive portfolio. We'll give you an honest assessment of where the gaps are and what a structured monitoring and compliance program would look like for your situation.
