Civic Recovery Partners was founded on a straightforward premise: state and local governments award billions in economic incentives every year, and most of them lack the capacity to verify whether those incentives were ever earned.
Our Mission
Economic incentives are a legitimate and powerful tool for community development — when they work as intended. The problem isn't the incentives themselves. It's the accountability gap that opens up after the agreement is signed.
Most governments don't have the staff, the systems, or the specialized expertise to monitor complex incentive portfolios on an ongoing basis. Milestones pass unverified. Documentation goes uncollected. Non-compliance goes undetected — and unrecovered.
We built Civic Recovery Partners to fill that gap. Our work is straightforward: we help governments know what they're owed, verify whether they're getting it, and recover what's been lost when they're not.
Why We Started
We kept seeing the same pattern: a government would award a significant incentive package, the recipient would accept the benefits, and years later no one could say with confidence whether the commitments had been met.
The problem wasn't bad faith on anyone's part. It was structural. Incentive agreements are complex, multi-year instruments. Verifying compliance requires specialized knowledge, dedicated capacity, and a systematic approach that most government offices simply don't have.
